Why is my high-voltage power supply going into current limit?

The power supply may be too small to provide the average power needed. Average power increases linearly with load capacitance and pulse repetition rate, and with the square of the voltage.

Another possibility is the load and/or the cable may be arcing. Disconnect the load to see if that solves the problem, then the cable. Driving an open circuit does not damage a voltage pulser.
