Can I add external capacitors to my power supply to provide more peak current?

Placing additional capacitance across the external power supply's output doesn't help. There are very-low-ESR (equivalent series resistance) capacitors in the pulser that are much closer to the load, and there is resistance in series with the pulser's HV inputs.
